It emphasizes that this setback is not unique to the Islamicate but is shared by many regions outside Western Europe. The idea of the Islamicate's comprehensive decline in the 11th or 13th centuries is refuted. Attempts to embrace technologies like steam power and republican governments were actively suppressed by Western powers, who used their dominance to thwart progress in Egypt, Tunisia, the Ottoman Empire, and Iran.
